<p><strong>:</strong> Licensing services are one form of public service that plays an important role in creating an investment climate and supporting regional economic growth. In this context, the performance management of State Civil Apparatus (ASN) plays a strategic role in ensuring the quality of professional, transparent, and accountable services. This study aims to analyze ASN performance management in improving licensing and non-licensing services at the Investment and One-Stop Integrated Service Office (DPMPTSP) of North Sulawesi Province. Using a qualitative approach, this study explores ASN performance management practices based on Armstrong's (2006) framework which includes planning, implementation, supervision, and evaluation. The results of the study indicate that DPMPTSP has implemented the principle of customer-oriented performance management, as evidenced by increased public satisfaction and institutional recognition. However, a number of challenges are still faced, including weak cross-sector coordination, suboptimal digital infrastructure, and limited competency of ASN and OSS system users. Strengthening ASN capacity, harmonization of regulations, and ongoing digital transformation are needed to improve service effectiveness. <p>This study aims to analyze the effectiveness of the Food Security Program policy funded by Village Funds in Bone District, Bone Bolango Regency. The main focus of the study is on the understanding of the program by stakeholders and beneficiary communities. The research approach used is descriptive qualitative with a case study method in three villages, namely Moodulio, Ilohuuwa, and Permata Villages. The assessment of program effectiveness refers to five main indicators according to Sutrisno's theory (2007): program understanding, target accuracy, timeliness, goal achievement, and real change. The results of the study indicate that the level of understanding of the program among village officials and implementers is relatively good, reflecting an understanding of the program's regulations and objectives. However, at the beneficiary community level, a significant gap in understanding was found. Many residents do not fully understand the program, some are even unaware that they are part of the program. This affects community participation in program implementation and hinders optimal achievement of goals. From these results, it is concluded that the effectiveness of the Food Security Program policy has not been fully achieved. It is necessary to strengthen the strategy of socialization, education, and more intensive and participatory assistance so that all parties have a harmonious understanding and involvement. <p>Due to the rising pressures that government institutions are facing with regards to issues of inefficiency, lack of employee motivation, and disconnection between the services that they provide; the internal cultural factors that influence and drive performance have become very important. The study used quantitative research design and surveyed 250 respondents in some of the ministries, departments, and agencies (MDAs) in Nigeria. It involved examination of four critical dimensions of organizational culture namely involvement, consistency, adaptability and mission clarity. The strength and the nature of the relationship between these cultural elements and the HR performance were determined via the use of inferential statistical tools such as Pearson correlation and multiple regression analysis. The results indicate that mission clarity and involvement produce the strongest and statistically significant positive impacts on the HR performance. Consistency also plays a middle role whereas adaptability fails to demonstrate any significant effect in this situation in the public sector. Such findings demonstrate the criticality of establishing a strong organizational mission and engaging working culture to enhance workplace productivity and organizational performance. The research is one of the few studies on organizational culture in African public administration and offers evidence-based suggestions of reform efforts. The study calls on leaders in the public sector to focus on cultural building even as they implement structural changes because the results of the study show that internal cultural influences are significant determinants of performance.</p>Zaidu Etebo

<p>Education is a process that not only transfers knowledge, but also forms individual character to live personal and social life. Elementary schools, including Madrasah Ibtidaiyah (MI), are an important foundation in the process of children's basic education. As public awareness of the quality of education increases, competition between schools, especially private MI in Pontianak City, is getting tighter. One of the private MIs that continues to innovate in increasing its attractiveness is MIS Al Ikhwah Pontianak. This school not only excels in academic and non-academic achievements, but also has a superior Tahfidz Al-Qur'an program, complete facilities, and a parallel class system. This study aims to analyze the influence of Price, Brand Image, and Word of Mouth on Parents' Decisions in choosing MIS Al Ikhwah as a place for children's education. The method used is associative research with a quantitative approach. Data were obtained through questionnaires to parents of students and interviews with the principal. The results of the study showed that the three independent variables (Price, Brand Image, and Word of Mouth) simultaneously and partially had a positive and significant effect on Parents' Decisions. The regression equation obtained is Y = 0.081 + 0.315X1 + 0.390X2 + 0.268X3 with an R² value of 0.835, which means that 83.5% of the variation in parental decisions is explained by the three variables. <p>Education is a basic service sector that is very important for the future of the nation, so it is the responsibility of the state to organize it optimally. However, in the practice of its implementation, maladministration is still found. This study aims to examine and analyze the performance of the Ombudsman of the Republic of Indonesia Representative Office of North Sulawesi Province in efforts to prevent maladministration in the field of education. This study uses a qualitative descriptive approach with primary and secondary data collection. The focus of the study refers to the theory of organizational performance which includes productivity, responsiveness, and responsibility. Data analysis techniques include data reduction, data presentation, and drawing conclusions. The results of the study indicate that from the productivity aspect, there is still a lack of human resources, lack of training, unavailability of a special budget, and limited facilities and infrastructure. From the responsiveness aspect, the Ombudsman has not been fully able to meet the needs of the community. However, from the responsibility aspect, the implementation of maladministration prevention has been in accordance with applicable provisions. <p>The development of digital technology has a major impact on business activities and daily life, including in the payment system. One form of digitalization is the use of e-wallets such as Dana, which provide easy non-cash and non-card transactions. This study aims to determine the effect of ease of use, trust, lifestyle, and digital payment systems on the financial management of Dana e-wallet users in Pontianak City. The method used is associative quantitative research, with a sample of 150 respondents selected through purposive sampling techniques. The research instrument was a questionnaire using a Likert scale, and the data was analyzed using multiple linear regression as well as t-test and F-test. The results of the study showed that ease of use, trust, and digital payment systems partially had a positive and significant effect on financial management. Meanwhile, lifestyle had a negative and significant effect, indicating that a consumptive lifestyle can hinder financial management even though it is supported by technology. Simultaneously, these four variables contributed 50.4% to financial management, while the rest was influenced by other factors. These findings show the importance of easy-to-use and trusted technology in supporting effective financial management, but lifestyle control is still needed so that technology can be utilized optimally.</p>Cinta Oktavira NandaDedi Hariyanto

<p>This study examines the impact of the mobile-based E-Attendance application (SIMPEG TVRI) on job satisfaction, organizational commitment, and employee performance at LPP TVRI North Sulawesi. The research was motivated by frequent employee complaints regarding the application's technical performance and fairness, which were suspected to influence work outcomes. Using a quantitative approach and descriptive analysis, data were collected from 50 employees across various employment statuses and analyzed using Structural Equation Modeling (SEM) with Smart PLS 4.1.1. The results indicate that the E-Attendance system has a significant positive influence on job satisfaction and organizational commitment. However, it does not directly affect employee performance. Job satisfaction was found to significantly influence performance but did not significantly affect organizational commitment. Meanwhile, organizational commitment emerged as the strongest predictor of employee performance. These findings suggest that while digital attendance systems improve administrative efficiency, their effectiveness depends on how they are perceived and supported within the organizational culture. The study fills an important gap in the literature by showing that digital tools in public institutions must be integrated with human-centered management strategies to achieve optimal outcomes. Technology should not be viewed as a standalone solution but as part of a broader performance and engagement ecosystem. It is recommended that organizations like TVRI provide training, system support, and recognition to maximize the benefits of digital HR systems. <p>It is a study of how the government of Samarinda incorporates population policy as an instrument to develop the Human Development Index (HDI) in the perspectives of enhancement in domain of education, health and income. In a qualitative descriptive design, the study explores how strategies relating to population are formulated, implemented and coordinated in different institutions. The data were gathered using in-depth interviews of the important actors, the analysis of documents of planning patterns, and the fieldwork observations at government offices and community health centers. The results indicate that in the findings, the population policy is no longer given as an independent demographic agenda, but as a part of the Regional Medium-Term Development Plan (RPJMD) of the city. Collaboration between agencies, especially their exchange of digital platforms, such as SIAK and SIPD, has enhanced the precision of planning as well as the delivery of services. Reproductive health and family planning initiatives have been central in saving maternal/ infants lives and ensuring more women access education and labor market. The programs have been improved by the effect of community participation through the help of local cadres and religious authorities which promotes awareness and the acceptance of the programs by the community. The study however finds out some of the persisting challenges such as gap in coordination, scarcity of human resource, and some aspects of resistance due to socio-cultural factors. Nevertheless, these obstacles do not discard the fact that, on the one hand, Samarinda has a driving case of localized policy innovation of enhancing HDI based on population governance. This paper can be used to support the already existing knowledge on subnational development strategies in Indonesia and serve as a guidance to other cities aiming to match their demographic policy to their human development agenda.</p>Marsuq Marsuq

<p>Therefore, the purpose of this present research study was to examine HRM and the manner in which it has undergone change in a bid to improve the performance of youth organizations in Abuja Nigeria in relation to the impact these adaptations have on the performance of the organizations and the community as well. This research accordingly adopted a qualitative research design using the case study approach in combination with purposive sampling technique to administer Semi structured interviews on key stake holders from different Youth organizations in Abuja. Semantically-based analysis was performed to consists of themes concerning the adaptation of the HRM model, the organisational issues, and the organisational effectiveness in relation to the HRM practices. The findings of the study admitted that HRM adaptation could work as a key factor of organizational change, staff satisfaction, and local projects’ accomplishments when the adaptation implements itself depending on the context of the country where it takes place. However, on factors in implementation of successful HRM include; Financial problem, high staff turnover rates were cited to hinder implementation of successful HRM. <p>Micro, Small, and Medium Enterprises (MSMEs) are a key pillar of the Indonesian economy, contributing to income equality, job creation, and national economic growth. This study aims to determine the effect of financial literacy, financial inclusion, and digital payments on the financial performance of MSMEs in Pontianak City. An associative quantitative approach was used with a sample of 150 respondents determined through stratified random sampling. Data were collected through questionnaires and analyzed using multiple linear regression. The results showed that the three independent variables, namely financial literacy, financial inclusion, and digital payments, had a positive and significant effect on the financial performance of MSMEs, both simultaneously and partially. Financial literacy proved to have the largest influence, followed by financial inclusion, while digital payments had a smaller effect. The coefficient of determination (R²) value of 0.543 indicates that 54.3% of the variation in MSME financial performance can be explained by these three variables. All research instruments were declared valid and reliable, and the data were normally distributed and free from multicollinearity. These findings underscore the importance of improving financial literacy, expanding financial access, and adopting digital payment technologies in supporting the sustainability and growth of MSMEs.</p>Yunda HarariDedi Hariyanto

<p>The Public Service Mall (MPP) is a strategic innovation in the provision of integrated public services to improve efficiency, certainty, and ease of access to services for the public. However, its implementation in Manado City still faces various challenges, particularly in complaint service management. This study aims to assess the effectiveness of complaint management in the Manado City MPP using a qualitative approach and ten complaint management indicators according to Tjiptono, namely commitment, visibility, accessibility, simplicity, speed, fairness, confidentiality, recording, resources, and remedies. Data were collected through interviews, observations, and documentation from leadership elements, service implementers, and service users. The results of the study indicate that although policies and complaint facilities are available, their implementation has not been optimal due to gaps between policies and practices, weak socialization, limited human resources, and an unintegrated reporting system. <p>This study aims to analyze the policy implementation of the recruitment of Voting Committee (PPS) in Modoinding District, South Minahasa Regency, during the 2024 Regional Election. The research employed a descriptive-qualitative method using a case study approach. Data were collected through in-depth interviews, observations, and document analysis. The analytical framework refers to Merilee S. Grindle's implementation theory, focusing on two key variables: policy content and context of implementation. Findings indicate substantial challenges in implementation, particularly regarding digital literacy, technological access gaps, and the lack of context-based socialization. Moreover, the top-down nature of the recruitment policy has not adequately addressed the geographical and socio-cultural aspects of the local community. <p>This study investigates employee insights into corporate marketing strategies across selected industrial sectors in Gujarat, based on responses from 219 employees in departments such as marketing, sales, and operations. The survey instrument demonstrated high reliability with a Cronbach’s Alpha of 0.864, confirming internal consistency. ANOVA analysis showed significant differences (p < 0.05) in 8 out of 10 key marketing dimensions, revealing that employee perceptions vary notably across sectors in areas such as adaptability to market changes, customer feedback integration, collaboration, innovation, digital presence, branding, customer-centricity, and contribution to company growth. However, perceptions related to the alignment of marketing strategies with business goals and the use of data analytics did not differ significantly between sectors, suggesting these are commonly practiced and uniformly understood. <p>This research addresses the application of Maqasid in contemporary reality, as a manifestation of the activation of the Maqasid of Sharia in dealing with modern events and incidents, by directing ijtihad, fatwas, and jurisprudential implementation in a way that achieves people’s interests and wards off harm. The concept of “the application of objectives” was established, its definition and position in the thought of the principles of jurisprudence were explained, along with mentioning its methodological controls. The research then reviewed the most prominent applications of Maqasid in the fields of fatwa, judiciary, Islamic politics, family, and finance, supporting this with practical examples and contemporary jurisprudential decisions issued by academic assemblies. <p>This paper investigates how rewards and punishments influence civil servants’ performance in Makassar City Regional Research and Innovation Agency Makassar, Indonesia, with discipline acting as a mediating factor. A quantitative explanatory design was employed, surveying all 90 civil servants through structured questionnaires supported by secondary data. Partial Least Squares Structural Equation Modeling was used to test the hypothesized pathways between constructs. The analysis reveals that rewards significantly improved discipline, and punishments had a moderate positive effect, but neither directly affected performance. Discipline strongly enhanced performance and mediated the effects of both rewards and punishments, confirming its pivotal role in performance management. The model explained 45% of the variance in discipline and 52% of the variance in performance, indicating moderate explanatory power. These findings support reinforcement theory by demonstrating that incentives and sanctions are effective when they foster disciplined behavior, which then drives productivity. The study contributes to public administration literature by clarifying the mediating role of discipline in performance outcomes. It suggests that performance-based allowances, recognition, and sanctions should be embedded within disciplinary frameworks to improve productivity in the civil service. Various methods and programs for waste management have been implemented by the government, but waste remains a constant presence in people's lives. One method that still needs to be optimized is how the government, especially village governments, communicates with each other in waste management in Minahasa Regency. The government often fails to maximize its communication approach regarding the waste problem. The position of the village government is the closest to the community, so it is essential to have communication skills and good and appropriate communication methods in addressing the waste problem. The above problems serve as a basic reference for researchers to explore and examine how village government communication patterns in waste management in South Minahasa Regency. This study uses a qualitative descriptive method, as it will explore more human subjects as the main data source. <p>This study aims to analyze the Thinking Again capability within the Dynamic Governance framework at Private Higher Education Institutions (PTS) in Gorontalo Province. Observations indicate that PTS face various obstacles in realizing higher education governance that is adaptive and responsive to change. The main problems identified include strategic decision-making that is still based on routines without the support of accurate and real-time data, a hierarchical organizational structure that hinders innovation, and limited human resource capacity due to high workloads. Furthermore, the integration of academic technology is not optimal, resulting in data and learning innovation not being systematically connected. The Thinking Again capability, which should be a mechanism for critical reflection in governance, has not been strongly internalized. The indicators analyzed cover three main aspects: (a) the decision-making process, (b) data use, and (c) openness to innovation. In practice, these three aspects have not optimally supported the transformation of educational services based on Dynamic Governance. Decision-making tends to be conventional, data use is limited, while openness to innovation is hampered by a stagnant mindset and a lack of clear operational standards. The results of the study conclude that there is a misalignment between the need for the implementation of Thinking Again and the institutional practices of PTS in Gorontalo. Achieving dynamic higher education governance requires strengthening data literacy, integrating technology, enhancing human resource competencies, and providing more intensive support from LLDIKTI and APTISI.
